By melting it and stringing it into fibers and then coating it in a plastic resin. It doesn't conduct (it's an insulator) and gets harder over time. The argument that glass is a fluid because in old windows they're thicker at the bottom is a false one. Old glass was hand-made, by spinning it into a disc and flatten it out into a square shape, it was imperfect.
