Balboa, who returned to The Divide after joining us in January 2024, when he worked at the National Digital Inclusion Alliance (NDIA), became New York's first-ever chief digital equity officer in June of 2025, working within the Office of Technology and Innovation (OTI). Since then, among other responsibilities, Balboa has been focused on implementing the city's Digital Equity Roadmap: a multi-part plan to address different aspects of the digital divide – with initiatives focused on broadband adoption, device access and digital skills.
