The ISRO espionage case is one of India’s biggest scandals. In October 1994, the Kerala police arrested two Maldivian nationals—Mariam Rasheeda and Fauziyya Hassan. Initial investigations by the police and the Intelligence Bureau suggested vital information about India’s rocket projects and defence establishments was being sold to foreign nationals. Once the CBI took over the investigation, everything changed. In May 1996, the CBI filed a closure report—accepted by the Chief Judicial Magistrate of Thiruvananthapuram—dismissing the Kerala police and the IB’s leads, and stating that confessional statements to them were made under duress. This interview, in which C Khalid, former law secretary of Kerala, speaks of a former CJI’s alleged “mediation” in the case is part of a 17,000 word investigative story. Over a year and a half, The Caravan studied the interrogation reports and documents compiled by the investigating agencies, and interviewed officials from the CBI, the IB and Kerala police, to reconstruct events that took place in the 1990s.
