One can have custom content providers, which can affect caching. Context can affect caching (caching rules are different for code running in a Scheduled Job for example). It's a complex subject and when I say, "things should be cached," what I really mean that in most instances, out of the box, they probably will be. Caching is hard. Your mileage may vary.
