Speaker Houtan Homayounpour Title: The impact of the ILO supervisory system: The case of Qatar Abstract: This exchange session will highlight the effectiveness of the ILO supervisory system, outlining the journey from a complaint against Qatar to multiple exchanges in the ILO Governing Body, the establishment of an ILO Project Office, and ultimately, significant labour reforms in the country. This case exemplifies how the ILO supervisory mechanisms can drive meaningful change, leading to the development of a comprehensive programme in Qatar. The initiative reflected the shared commitment of the Government of Qatar and the ILO to ensure compliance with ratified international labour conventions and progressively uphold fundamental principles and rights at work during the 2018–2020 period—a pivotal time as Qatar prepared to host the FIFA World Cup. To support the Government’s labour reform agenda, an ILO Project Office was established in Qatar in 2018 to implement a technical cooperation programme. This three-year programme (2018–2021) was structured around five key pillars: 1) wage protection; 2) labour inspection and occupational safety and health; 3) establishing an employment contract system to replace the kafala system; 4) combating forced labour; 5) promoting workers’ voice and access to justice: Importantly, this partnership remains ongoing and was extended in 2021 for 3 years, and for an additional four years in 2024 to build on previous progress and strengthen labour market policies and institutions in Qatar. Speaker Pascal Annycke Title: World Social Protection Report 2024-2026 and Fiscal Space for social protection Abstract: The World Social Protection Report 2024-26 focuses on the climate crisis and the need to transition to a more sustainable world, and provides a global overview of progress made around the world since 2015 in extending social protection. The report identifies protection gaps and sets out key policy recommendations, including those for achieving the targets of the 2030 Agenda for Sustainable Development. Fiscal Space for social protection: Over the past few years there has been international recognition that social protection has a critical role in the achievement of the goals of the 2030 Agenda for Sustainable Development (SDGs) and other positive effects on national economies. For instance, cash transfers and other monetary benefits may reduce poverty or may reduce the severity of poverty that the most vulnerable households and individuals experience, but also generate employment, increase economic growth. Therefore, investing in social protection will directly contribute to an inclusive economic growth and to the promotion of human development. How to finance social protection? What are the different options to finance social protection? What priorities do governments give to social protection in the national budget? The presentation will consist of an analysis of the main financing options of social security and will discuss the opportunities of extending social protection financing.
