Each piston cup track, along with the interstate, each have an act that allows them to be loaded as explore maps, allowing you to explore them freely with regular physics and abilities. They all have starting coordinates, presumably just the object location in the Act's .toy file. Having no actual AreaStart to place McQueen at, means that it will default to the starting coordinates, though it seems it will use the starting position from the previous Act if said act took place in the same scene. The unused debug.txt implies that these were mere test acts, though it also indicates that the interstate might've been planned to actually be an Explore map at some point. Trying to load into these scenes in the Wii version might be more of a challenge, as it will not fully load the scene if the last mission/act did not take place in the same scene.
