Can Rillaboom BE BROKEN in Gen 9 Competitive Pokemon?

The new generation 9 Pokemon games, Pokemon Scarlet and Violet, are AVAILABLE as we speak! With a new generation of Pokemon featuring new mons such as Fuecoco to Miraidon, people speculate the return of upcoming mons through transfers or DLC. Rillaboom, one of the 3 generation 8 starters was very dominant in the OU tier of Gen8 however it has received a huge nerf to its kit and I wonder whether or not it can be good or not in the current Gen 9 meta game.
