In November 1917 the British government issued the Balfour Declaration, a short letter that carried enormous consequences. It expressed support for the establishment of a “national home for the Jewish people” in Palestine, while also promising to respect the rights of existing non-Jewish communities. The declaration was only sixty-seven words long, but it reshaped the modern Middle East. To Zionist leaders it was a breakthrough. To Arab leaders it was a betrayal. To Britain it was a diplomatic tool in the middle of the First World War. History often turns on the briefest of documents.
