FREQ errors were due to a severely noisy amplitude pot on front of the RF section. For a freq counter to be accurate, the input signal AMPLITUDE MUST NOT VARY! IT WORKS! After a year of fits and starts and extreme caution in designing and building a new regulated power supply assembly, its making a nice sine wave output, no trace distortion. The new SMPS supplies tuned in within about 10 mV. Leakage currents are 10's of microamp, trivial. Noise on the regulated supplies is about 35 mV. Toroid chokes were added to the SMPS outputs to suppress turn - on current transients so the tantalum caps arent damaged. The total AC line current is now about 1.5A-YUGE drop. Thanks to Meanwell engineering for help with the SMPS supply application. I have data on power supply and load currents and resistances if anyone needs that. The 10 Mc OXCO wont adjust, the trim caps are badly oxidized, need to take it apart and clean them, The Rigol AWG was used to generate the 10 Mc reference, and its counter used to do statistical tests.
