It's nothing really new, people have made these for themselves in the past, some companies have made short runs of medium sized ones, and Synthesizers.com has a couple large ones they currently sell, but I can't mention the company who made this one or any details about it, at least for now. The eurorack module in the 5U mount is a micro Braids built by tall-dog.com which is an 8 hp version of the original Braids by Mutable Instruments.
