The operational environment continues to evolve from land to sea, air and space. The latest evolution now includes the Electromagnetic Environment (EME). The key provision of the EME is the Electromagnetic Spectrum (EMS) which gains more and more importance as the EMS now underpins operations in all the other operational environments and from tactical to strategic. Moreover, it is fundamental to many key operational capabilities such as communication, navigation warfare and Signals Intelligence (SIGINT). A closer look at the EMS reveals that, even though it is an infinite resource, it is constrained by its daily availability.
