I'll read the official rule once, then explain how it's applied in poker tournaments. To balance in flopped in mixed games, a player to be big blind next moves to the worst position, including single big blind if available, even if that means the seat is big blind twice. Worst position is never the small blind. Instead, only players move by position. Last seat open at the short table is the seat filled. In mix games, example horse, when the game shifts from hold to stud after the last hold hand, the button moves to the position it would be if the next hand was hold and is frozen there during stud. The player moved instead is the player who would be the big blind if the game were hold that hand. Shifting to hold, the button starts where it was frozen. The table from which a player is moved will be specified by a predetermined procedure. Play will halt on tables three or more players short by elimination than the table with the most players once the blinds are impacted. Play halt on other formats. Example six-handed in turbos at the TD's discretion. TDs may wave halting play and waiver is not a misdeal. As the event progresses, at TD's discretion, tables should be more tightly balanced. When balancing tables, a player who would be next in the big blind is typically moved to the worst available position. In mixed games, special procedures apply when switching between hold and stud.
