The Public Accounts Committee of parliament has unearthed how Kampala businessman Hassan Basajabalaba was paid 142 billion shillings by the government in compensation for the loss of business in city markets. Basajabalaba through his company Haba Group Uganda Ltd demanded compensation for breach of contracts after the management of Nakasero, Owino and Shauri Yako markets were removed from his jurisdiction and handed over to traders. But what has Mps sitting in the Public Accounts Committee of parliament concerned, is how the compensation of 80 billion shillings initially agreed upon was inflated to 142 billion shillings. NTV has obtained authentic copies of correspondence between former Finance Minister Syda Bbumba and the Governor Bank of Uganda Tumusime Mutebile indicating how payment to Haba Group Uganda Ltd was sanctioned. And as Francis Jjingo reports, the government had to secure loans from different commercial banks to pay Basajabalaba.
