Fair tells Scroll she does not think Operation Sindoor will deter Pakistan from supporting terror. In fact, she predicts, another terror attack is inevitable in the valley. Though India's counter insurgency network is very good, it is impossible to stop every single attack. Terror groups such as the Lashkar-e-Taiba are not only used in Kashmir but also domestically by the army, says Fair.
