On 5/21/24 at approximately 0104 hours I, Trooper Rose, was on routine patrol in the area of Indian River Rd. at Reon Dr. when I observed a vehicle, 2019 Honda Accord (VA UBL9326), showing as a stolen vehicle. This same vehicle Dispatch did confirm it was stolen and I continued following the vehicle until more units arrived. The vehicle then started increasing its speed at which point I activated my lights and sirens. The vehicle continued to flee down Indian River Rd. with speeds reaching 100 mph. The suspect continued down Ferrell Parkway onto Princess Anne Rd. The suspect then crossed over into the opposite set of lanes just before S Independence Blvd. The suspect then made a u-turn in the opposite lanes of traffic and continued back down Princess Anne Rd. We continued on Princess Anne Rd. and the suspect crossed over into the wrong set of lanes again at Edwin Rd. We came up to the area of Eaglewood Dr. at which point, the violator caused another vehicle to run off the road into a ditch but did not make contact. We then continued into a neighborhood and then back onto Princess Anne Rd. towards Witchduck Rd. We continued north on Witchduck Rd. and then took Bonney Rd. to Baxter Rd. The suspect then crossed into the opposite lanes of traffic again and then took a left onto Alicia Dr. The suspect eventually drove through an apartment complex and ran of the road. The driver and rear passenger then exited the vehicle and took off on foot. Trooper Demoss was the primary vehicle that was right behind the suspect when they ran off the road. His video captured the suspects exiting the vehicle and taking off. The subjects hopped a fence and we eventually lost sight. The female passenger, (17yo female , located in the front seat exited the vehicle with her hands up and stayed until we came back to the vehicle. Trooper Sterling and Trooper Demoss made contact with the passenger and detained her. Trooper Sterling mirandized Ms. Williams and I started asking her questions. She stated that she was in the front passenger seat of the vehicle. She stated she had no knowledge of the vehicle being stolen and that she did not know who the driver was. Ms. Williams stated she got picked up from her residence and that she knew who the rear passenger was. Ms. Williams stated that she told the driver multiple times to stop, but he would not listen to her. Ms. Williams stated that as soon as they stopped she wanted to make sure that we knew that she was not involved and that¿s why she had given up. I had Ms. Williams call her mother, Ms. Kelly ). Ms. Kelly showed up on-scene and Trooper Demoss released Ms. Williams to her custody. At this point, Sergeant Hagwood with Virginia State Police got on the radio saying they found the subjects on the shoulder low-crawling. I responded to the area and Sergeant Hagwood advised they ran across the interstate. I arrived on-scene, and I observed one of the subjects hop the fence and the other attempted to as well. I held him at gunpoint and told him to stop. He complied and was subsequently taken into custody and identified as Tayquan Miller-Robinson. Trooper Demoss came over the radio and gave a description of the driver and it matched the subject I had in custody. After searching the subject, the key fob for the stolen vehicle was located in his front right pocket. This was later confirmed to be the key that operated the stolen vehicle. I also observed one glove that Mr. Miller- Robinson was wearing was the exact match to the other glove that was found in the stolen vehicle. Mr. Miller-Robinson elected not to speak about the incident. Sergeant Hagwood also located a firearm in close proximity to where Mr. Miller-Robinson was taken into custody. Sergeant Hagwood cleared the firearm and unloaded it. This was then handed off to Trooper Sterling to be logged into evidence. Mr. Miller- Robinson was then transported back to the scene with the vehicle. The key fob, gun, ammo that was inside with the gun, and glove was handed over to Trooper Sterling and Trooper Demoss to be logged into evidence. I then asked Mr. Miller-Robinson to complete a consent buccal swab. He opened his mouth and turned his head to me. I then asked if it was okay and he nodded his head. The buccal swab was packaged and logged into evidence as well by Trooper Demoss and Trooper Sterling. Mr. Miller-Robinson was transported to the Virginia Beach Jail without incident. The magistrate was issued the following charges: 18.2-108 Receive Stolen Goods, 46.2-862 Reckless Driving by Speed, 46.2-817 Felony Eluding, 18.2-47 Abduction, 18.2-460 Obstruction, 18.2-371 Contributing to the Delinquency of a Minor. Mr. Miller- Robinson was held and processed through the jail. Nothing further to report at this time.;
