In Yeltsin's interview on national ORT television, only his second public appearance since being hospitalised he appeared in good form, smiling and talking firmly. Yeltsin insisted that elections to the lower house of parliament, the State Duma, should go ahead as planned on December 17, despite legal challenges which threaten to delay the poll. SHOWS: MOSCOW, RUSSIA 14/11 Russian President, Boris Yeltsin, walking into room at the Central Clinical Hospital Yeltsin SOT (in Russian): "I have already said, and repeat it once again, that I am against postponing elections. I am all for holding elections in time and presidential elections as well. I have already spoken to Shumeiko (Chairman of the Federation Council_ and recommended him to confirm the exact date of the presidential elections in June of next year. Talking about the state Duma and the Federation Council, it is necessary that the two related chambers of one and the same state reached agreement between them on the text of the law. If there are two or three arguable points from each side, then the agreement comission should settle this. The election must take place. This is my firm decision. Certainly, if the laws are available. If they (chambers) present the law to me, I will sign it." Cutaway Yeltsin SOT: "Under any circumstances, we cannot conduct elections without appropriate laws because, otherwise, the parliament may find itself in an ambiguous situation and it will have to be dismissed. We cannot let it happen. That is why we have to make every possible effort. One of these days, I am meeting with Rybkin (Chairman of the state Duma) and having a serious conversation with him. He has to reach agreement with Shumeiko (Chairman of the Federation Council) about the text of the law and adopt it.
