1 Strategy and Strategic Foresight — From Goals to Real Strategy

Ambitious targets are not strategy. Real strategy requires diagnosis, trade-offs, and coordinated action. This video explores how governments can distinguish between aspirations and actionable strategy. Drawing on the work of Porter, Rumelt, and Drucker, it explains the difference between operational effectiveness and strategic positioning, and introduces the concept of a “theory of the business” for national development. The session also introduces strategic foresight—how policymakers can plan for long-term uncertainty without relying on rigid predictions.
