So what is a municipality? In simple terms, municipality is a town or district that has local government. The South African Constitution provides for three categories of municipalities. The 3 categories are. METROPOLITAN MUNICIPALITIES. which are essentially large cities local municipalities. which comprise of towns and mostly surrounded by rural areas district municipalities. which coordinate a number of local municipalities in a region As of the publishing of this video, South Africa has eight metropolitan municipalities, 44 district municipalities, and 205 local municipalities. Please do note that as a result of reviews by the Demarcation Boards, these figures may vary slightly The eight metropolitan municipalities are: • Buffalo City (Eastern Cape) • City of Cape Town: (Western Cape) • City of Johannesburg: (Gauteng) • City of Tshwane (Gauteng) • Ekurhuleni (Gauteng) • Ethekwini (Kwa-Zulu Natal) • Mangaung (Free State) • Nelson Mandela Bay (Eastern Cape) The main role of a municipality is to provide its residents with basic services such as safe water supply, electricity, health services, maintenance of roads, street lighting, traffic controls, refuse collection, sewage disposal, Public Transport, as well as municipal parks and recreation. HOW MUNICIPALITIES MAKE MONEY. In order to provide these basic services, municipalities make their money from various sources such as: Grants and Subsidies from the national and provincial governments, Rates received from ratepayers for municipal services rendered. For example property rates, service charges, etc. Traffics fines from motorists interest Income from Investment made To enable a municipality to fulfill its constitution mandate of proving basic services, there are series of legislation governing South Africa’s municipalities and some of them are: 1. The Constitution of South Africa 2. Municipal Finance Management Act, or MFMA 3. Municipal Systems Act, 4. Municipal Structures Act, 5. Municipal Property Rates Act. 6. Intergovernmental Relations Framework Act No. 13 of 2005. Municipal by-laws Municipalities are also empowered to pass their own legislation, in the form of MUNICIPAL by-laws. These Municipal by-laws form part of the legal foundation for effective service delivery and cooperative communities. These by-laws hold the same power and force as other national and provincial legislation. Municipalities have an important role to play providing basic service and improving the lives of the community.
