Not very much work appears to be being done at the time the shots were filmed. The tunnel is to be used for vehicular traffic. A lift comes up to the surface. Out steps King Albert of Belgium and other dignitaries. King Albert is shown around parts of the site. Shots from a boat on the Scheldt.
