Just two months after the longest federal government shutdown in U.S. history, the nation's operations are disrupted again. This time, it's a partial shutdown caused by the Senate and House of Representatives' failure to approve a spending bill. At issue is funding for the Department of Homeland Security, which oversees ICE, or Immigration and Customs Enforcement, as well as Customs and Border Protection.
