Headstart: Cebu Governor Pamela Baricuatro said on Wednesday, November 5, that her viral post, “₱26 billion of flood control funds for Cebu, yet we are flooded to the max” was her way of questioning why the province still suffered extreme flash floods. Baricuatro said they have personally inspected the quality of the flood control projects in Cebu, and their office has already submitted reports from the ICI. The governor added that all the flood control projects they checked appeared to be “ghost projects” and “substandard” across the province.
