No Towing over Arthurs Pass... But Took Caravan

I start in Greymouth with more rain! I'd been recommended a freedom camping spot, right by the water and really has great views for a free spot. The next day, I head towards Arthurs Pass, but spot a sign saying 'No tow vehicles' and suddenly wonder if I'm allowed to tow my caravan through the pass. I call road side information and learn that apparently it's fine... but why are there signs everywhere? I carry on through lots of roadworks and make it over the largest hill, before stopping at a possible campground for the night. I must say, the weather really isn't encouraging me to stay, so I carry on to Christchurch.
