At the opening ceremony, the inaugural ribbon was cut by Prince Salman Bin Abdulaziz Al-Saud of Saudi Arabia and Italian President, Oscar Luigi Scalfaro. Speaking at the Vatican, Pope John Paul II called the opening of the mosque "an eloquent sign of the religious liberty that is recognised here for every believer."
