While the Constitution designates Congress as the primary lawmaking institution in our federal government, many of the regulations that govern American life today are dictated by unelected bureaucrats in the executive branch agencies. AEI's Kevin Kosar and Philip Wallach explain that improving Congress's internal capacity is essential to providing effective oversight of the executive branch and keeping the federal government accountable to the American people. In particular, the creation of a Congressional Regulation Office would bolster Congress's ability to review agency regulations.
