The Shay steam locomotive No.21, which started running on the Alishan Forest Railway in 1913, was the first 28-ton Shay on the railway. After the engine was withdrawn from service in 1973, it was displayed in Chiayi Park in 1976 for more than 40 years. Over time, this classic steam locomotive has long been rusty and damaged. To restore the century-old classic Shay steam locomotive to working order, the Chiayi City administration co-operated with the Alishan Forest Railway and Cultural Heritage Office (AFRCHO) to transport No.21 back to the Chiayi loco shed. The restoration was launched in October 2020 and is expected to be completed by March 2022. As part of preserving the appearance of important cultural assets and restoring the original functions, No.21 will be restored to working order as a coal-burning engine. In the repair of the boiler, technicians use traditional pipe expansion techniques instead of common welding. In addition, in order to establish the maintenance technology, the technicians redrew the diagram of each part to re-establish the database. More importantly, the AFRCHO dispatched technicians to participate in the whole process of restoration, learn maintenance skills and write maintenance manuals to pass on technology and train more manpower. Shay 21 was fired up on March 4th 2022 and has undergone operational testing. Then it will be transported back to the Alishan Forest Railway to join the operating fleet, opening a new chapter for this century-old legendary locomotive.
