Wide of central Pristina STORYLINE: Kosovo's Prime Minister Agim Ceku hailed on Monday the victory of Montenegro's pro-independence bloc to secede from Serbia and form a separate state. "This is the final act of the dissolution of Yugoslavia," Ceku told the Associated Press in Kosovo's capital, Pristina. "The people of Montenegro have expressed their will to live in an independent country, sharing with others in the region the aspiration to join the European Union," he said. "Before the end of the year, Kosovo will join Montenegro as a new state and these new countries will be an important factor for the stability of the whole region," Ceku added. In the streets of Pristina, many people saw the Montenegro referendum as a sign of hope. "It will help Kosovo to get independence as well and hopefully with Montenegro, we'll join the EU soon," Feriz Gervalla said. "For all the region it's better. People will be calmer, and of course this will be an easier way for Kosovo to come to its independence," Fatlum Maliqi said. Kosovo, formally a province of Serbia, has been administered by the United Nations since a 1999 NATO air war halted a crackdown by Serb forces on separatist ethnic Albanians. Ethnic Albanians, who make up over 90 percent of its two million citizens, demand independence, while Serbs want it to remain part of Serbia. Milo Djukanovic, Montenegrin Pro-independence Prime Minister said his bloc had won 55.5 percent of Sunday's votes, or some 40-thousand votes more than rival parties.
