Japan’s FY2026 budget request has reached ¥122.4 trillion — the largest in history. Defense spending expands to ¥8.85 trillion, while debt service surges to ¥32.4 trillion amid rising interest rates. This creates a dual structure in Japan’s national OS: acceleration at the top layer and structural shear beneath it.
