SOUNDBITE: (English) Dr Hussain al-Shahristan, Iraqi Oil Minister: "Our current plan is to increase production of crude oil over the coming five years to between four and four-and-a-half (m) million barrels a day." 7. Cutaway of news media STORYLINE A wary OPEC (Organisation of Petroleum Exporting Countries) said on Monday it will hold its production targets steady despite tumbling oil prices, but the cartel made clear that it would watch closely and consider tightening its taps if crude keeps plummeting. The organisation, anxious to keep prices already at five-month lows from plunging into a free fall, pledged to "vigilantly monitor" the combination of rising inventories and easing political tensions that have pushed crude down by more than 13 US dollars a barrel since midsummer. It called on non-OPEC countries to cooperate with its endeavours to keep prices steady. "The conference (inaudible) on non-OPEC oil producers to continue cooperating actively with OPEC in its ongoing efforts to achieve price and market stability,"said OPEC spokesperson Dr Omar F Ibrahim. Key members conceded that some of the factors that had held prices aloft are gone. Light sweet crude hit a record 78.40 US dollars in mid-July, just after fighting erupted in Lebanon, but the hostilities have ended and tensions over Iran's suspect nuclear programme, which also stoked prices, are easing amid progress in talks aimed at averting United Nations sanctions. Iraqi oil minister Hussain al-Shahristani said his government would reinforce its military presence in the north of the country to protect oil facilities targeted by saboteurs. Iraq produces more than 2 million barrels a day. " We will very quickly enter into discussions and agreements with the international oil companies to help in developing Iraq's production capacity to be proportional to its vast hydrocarbon resources and we expect in a decade or so for Iraq to be producing over six (m) million barrels a day," he said. OPEC's current output quota will remain at 28 (m) million barrels a day, the 11-nation group said, acknowledging that supplies are "more than adequate" to satisfy world demand and deal with hurricanes, geopolitical tensions and other outside factors. Including Iraq, which is not bound by the quota system, OPEC's daily production is roughly 30 million barrels. But the group, which produces about 40-per-cent of the world's crude, is keeping its options open in case prices don't stabilise.
