Upper Darby Township Council meets at 7pm in the 2nd Floor Meeting Room of the Municipal Building at 100 Garrett Road; Upper Darby, PA 19082. Those wishing to participate in Public Forum should sign in between 6:30pm and 6:55pm. Rules for Meeting Decorum Upper Darby residents and concerned persons have the opportunity to speak for 3 minutes. All speakers are prohibited from making threats, using profanity, or acting in a manner that would impede or prevent the conduct of the business of the meeting. Any person who attends the meeting and makes remarks, disrupts or otherwise impedes the orderly conduct of the meeting after receiving a verbal warning may be required to leave the meeting at the discretion of the Council President. Public Forum should not exceed 30 minutes. If a speaker chooses to ask questions, they are voluntarily giving up their time for a response. This means that the 3-minute timer will continue to run no matter who is speaking. The timer will be clearly displayed on the screen. V. Public Forum VI. Approval of Minutes A. Request for Council to Approve the February 18, 2026, Council Meeting Minutes. VII. Presentations A. 2025 Upper Darby Township Planning Commission Annual Report A presentation to inform Township Council on the activities of the Upper Darby Planning Commission as required by section 207(a) of the Municipalities Planning Code (MPC). As stated, “The commission shall keep a full record of its business and shall annually make a written report by March 1 of each year of its activities to the governing body." B. Resolution No. 8-26: Establishing Upper Darby Township Support for Vision Zero and Vision Zero Delco Introduction and approval of Resolution No. 8-26 to formally establish Upper Darby Township Support for Vision Zero and adopt the Delaware County Vision Zero Plan known as "Vision Zero Delco". Vision Zero is a commitment to eliminating all traffic fatalities and severe injuries. The Delaware County Planning Department will give a short presentation on the Vision Zero Delco plan. VIII. The Honorable Mayor Ed Brown A. Update on Enhancements to Licenses and Inspections Department Operations The Director of Licenses and Inspections will provide an update on technology and operational improvements within the department. IX. President of Council, Marion Minick A. Presentation by Dr. Shirlana Dash of SELF, Inc. on homeless services. X. Chief Administrative Officer, Crandall O. Jones A. Resolution 7-26: Authorize an application to the County Council of Delaware County for an allocation of County Liquid Fuel Tax Funds to be used in the improvement of resurfacing various streets throughout the Township Introduction and Approval of Resolution 7-26: Authorize an application to the County Council of Delaware County for an allocation of County Liquid Fuel Tax Funds in the amount of $66,204.00 to be used in the improvement of resurfacing various streets throughout the Township. B. Resolution No. 9-26: Authorizing the Submission of a Grant Application to the Delaware Valley Regional Planning Commission's Transportation and Community Development Initiative FY2027 Pennsylvania Grant Program. Introduction and approval of Resolution No. 9-26 Authorizing the Submission of a Grant Application to the Delaware Valley Regional Planning Commission's Transportation and Community Development Initiative FY2027 Pennsylvania Grant Program to authorize the submission of an application for a feasibility study to connect Upper Darby Township's Naylor's Run Trail to Haverford Township's Pennsy Trail.
