African Maritime Security and the Future of India-Africa Maritime Security Cooperation

Africa is an increasingly important theme in India’s Geopolitical discussions and the continent is prominent in our foreign policy matrix, not only for the energy and economic interest in the region but also for our partnerships with the littoral countries and our attempts to expand aid to provide assistance in sectors such as health, education and agriculture, and building African capacity. Does India need to do more to understand the imperatives that African states face? Has awareness of the sea and maritime governance been increasing in Africa and moreover, has the problem of lack of coordination in the maritime security realm been addressed? Does Africa’s maritime approach remain divided? Is piracy in many regions a symptom of the long occurring issues on land? Has the Jeddah Amendment been effective in increasing the focus on other areas of maritime security such as wildlife crime? What can be learnt from the occurrences in West Africa?
