(18 Jan 1995) Eng/Russian/ Nat Russian President Boris Yeltsin says he won't hold peace talks with the leader of the breakaway region of Chechnya, General Dzhokhar Dudayev. Yeltsin's announcement comes just hours before a ceasefire is due to begin in Chechnya and as the upper house of the Russian parliament debates the war. President Yeltsin made his first public appearance since yesterday's ceasefire announcement. Speaking after receiving new foreign ambassadors at the Kremlin, he said despite the proposed truce, it would be difficult to hold peace talks. SOUNDBITE:(English Translation) I don't want to talk to Dudayev who's carried out genocide against his own people. We want to have discussions with the commanders of the rank and file troops, the local leaders and those at the federal level. SUPER CAPTION: Boris Yeltsin, Russian President Today the upper house of the Russian parliament, the Federal Council, discussed the war in Chechnya. The deputies had invited government leaders, including the prime minister Viktor Chernomyrdin and the military commander, General Grachev to the debate, but they were conspicuous by their absence. Last month the council called on Yeltsin to end the military action. But even antiwar, pro-reform deputies, believe Chechnya should remain in the Russian Federation and the conflict should have no bearing on financial aid from the West. SOUNDBITE: I think the Prime Minister Chernomyrdin will explain the real situation... in the Chechnya war. I am absolutely sure the IMF representatives will understand that there is no problem with development of reform in Russia. I am sure IMF will understand Chechnya is not a reason why democracy will go down. SUPER CAPTION: Boris Nemtsov, Russian Deputy Deputies were also optimistic about the ceasefire, due to come into force at 1500 (GMT) today. SOUNDBITE: There's hope after our meeting with Dudayev's representatives that today or tomorrow there'll be real steps towards peace. Until the Russian government accepts the need to talk face to face with the Chechen leader Dudayev, it's unlikely any lasting peace agreement will be achieved.
