A Washington man believes a new state law harms children by taking them out of homes they may know and forcing them to live with biological parents they may have never lived with, but lawmakers said the change brings the law back in line with the U.S. Constitution. It applies in cases where someone is trying to get guardianship of a child from a biological parent whose parental rights are not terminated.
