Lakewood, Ohio PD Officer's Report: I approached the driver, VI/JUDITH ANN BAKA. BAKA could not figure out how to roll her window down, so she eventually just opened her car door. I advised BAKA of the reason for the stop, and she told me that her car had died and was not running. I told BAKA that I was driving behind her and that her vehicle was running fine. BAKA also stated that her lights were inoperable due to her perceived vehicle malfunction. I then turned BAKA's lights on for her, and they worked just fine. BAKA had several wrist bands on from Fairview Hospital, one of which identified her as a "fall risk". When asked, BAKA stated that she was in the hospital for a recent head injury. BAKA stated that she Iived in Lakewood, then provided me with a street address that was in Westlake. BAKA had to be asked numerous times for her driver's license, and she appeared confused and disoriented. INV BLY arrived to assist. I then requested a Squad to come check on BAKA because she appeared to still be suffering from medical issues, and did not appear to be in any condition to be driving. As we waited for the Squad to arrive, I was talking to BAKA at her open driver's door. A silver Honda CR-V with Ohio plate JOC4064 drove by and the driver threw an unopened Twisted Tea can at me and BAKA. The can hit BAKA's vehicle in the driver's side pillar just inches away from striking her in the face, it then bounced off of the car striking me, before falling to the ground. The can hit BAKA's vehicle hard enough that the can crushed, spraying its contents all over the exterior of BAKA's car, the interior of BAKA's vehicle, on BAKA herself, and on me, INV BLY, and PO DULIK. I gave the vehicle information to dispatch, who stated that the owner was OF/DAVID JOSPEH VINCE. PO DULIK left the stop in an attempt to stop the vehicle. I got behind VINCE on W 117Tth St and Detroit Ave, and activated my overhead lights to initiate a traffic stop. VINCE did not stop, so I activated my siren. VINCE slowed down, but continued southbound until he finally stopped at 15 I 0 W I I 7th St. I approached VINCE and had to order him four separate times to shut his vehicle off. I then removed VINCE from his vehicle and secured him double locked handcuffs. VINCE had a moderate odor of alcoholic beverage coming from his breath, and he was unsteady on his feet. I then informed VINCE of the reason for the stop, and he state that he did not know what I was talking about. I informed VINCE that it was captured on my body worn camera, my in-car camera, and my in-car plate reader. VINCE still stated that he did not know what I was talking about. I then informed VINCE that we were called to Angelo's Pizza earlier for him stealing takeout orders, and he stated that he did not take anything from them. VINCE was advised that he was trespassed from that property, and he was secured in the rear of205. During an inventory of Vince's vehicle, there was an open 12 pack of Twisted Tea cans on the floor in front of the driver's seat. The cans were all still cold, but only six were remaining in the l2 pack. One open can was located in the cup holder that was 3/4 full, one was thrown at me and was on the ground near BAKA's vehicle, and 4 were gone. There was also receipts from the stolen take-out orders from Angelos Pizza on the floor near the rear seats. VINCE's vehicle was then towed to Kufner Towing. BAKA was suffering from medical issues that required her to be transported to the hospital emergency room by Squad 3 for treatment. Her vehicle was also towed to Kufirer Towing. I did not submit BAKA for a retest of her driver's license because it appeared that this was an isolated medical incident that would clear up with medical treatment.
