As you all are aware, the DGFT has reclassified the import of Laptops, Tablets, All-in-one Personal computers, ultra-small form factor computers, and servers falling under HSN 8741 from the "Free" to the "Restricted" category. This decision has been made to promote domestic manufacturing in India. This means that from now on, importing these products into India will require a "Restricted Import License," which will be issued by the DGFT Head Quarter in New Delhi. Initially, DGFT had implemented this change with immediate effect. However, due to significant confusion and issues, it will now be enforced starting from 1st November 2023. This implies that any imports cleared before 31st October will not require an Import license, but for shipments arriving on or after 1st November, it will be mandatory to apply for a Restricted Import License. Clear guidelines and a timeline for the application process have not yet been issued by the DGFT. According to certain news reports, it is being suggested that these licenses will be issued by the DGFT within 3 to 4 days, and if a license is rejected, proper reasoning for the rejection will also be provided. The application process is conducted online on the DGFT portal, facilitated by a Digital Signature. Before proceeding with the application, a one-time registration is necessary to generate a login ID and password. The basic documents required for applying for a Restricted Import License for items such as Laptops, Tablets, All-in-one Personal Computers, and servers are as follows: 1. Basic KYC documents of the applicant including IEC Copy, GST, MSME etc. 2. Import Item description with technical description if any having HSN code and Qty along with CIF Value of Import. 3.
