Ukraine says Russian shelling has completely knocked out electricity and killed two people in Kherson. The southern city has been the target of repeated Russian attacks since it was recaptured by Ukrainian forces last month. The European Parliament has called the Soviet Union's policy that starved millions of Ukrainians to death a 'genocide'.
