Delhi NCR is home to an estimated 10 lakh stray dogs. They live in streets, colonies, markets, and industrial areas, often cared for by local feeders and animal lovers. But here’s the problem — there are only 12–15 functional animal shelters across the entire Delhi NCR region, and their combined capacity is barely 2,000–3,000 dogs. Even if every shelter worked at full efficiency, it’s impossible to house all these animals. The law already offers a humane and tested solution. Under the Animal Birth Control (Dogs) Rules, 2001, the process is simple: sterilize the dogs, vaccinate them against rabies, and release them back to their original location. This keeps their population in check, prevents the entry of unvaccinated dogs into the area, and ensures that dogs continue to live in familiar surroundings where they’re often cared for. Forcing Delhi NCR’s dogs into overcrowded shelters is not only logistically impossible — it could also lead to large-scale cruelty. We have already seen this in cities like Pune, where hundreds of dogs died inside shelters due to lack of space, poor hygiene, inadequate food, and mismanagement of funds. Without strict audits and accountability, money meant for dog care in Delhi NCR could be easily misused, leaving the animals to suffer in silence. The real solution lies in strengthening Animal Birth Control programs, creating safe and designated feeding zones, educating residents about co-existing with street dogs, and involving RWAs and local communities in the process. With the right approach, Delhi NCR can become an example for the country — showing that the safety of people and the dignity of dogs can go hand in hand.
