(3 Aug 1995) Eng/Serbo-Croat/Nat Faced with being outgunned by 100-thousand Croatian troops reportedly preparing for battle, Rebel Serbs have agreed to a 5-point peace plan for the reintegration of Krajina into Croatia. The announcement was made in Zagreb Thursday by the American ambassador to Croatia Peter Galbraith. It follows a meeting Galbraith had with Croatian President Franjo Tudjman. Yesterday the ambassador held talks with Milan Babic, the Foreign Minister of rebel Krajina. President Tudjman has refused to comment on the peace plan. Peter Galbraith met with Croatian President Franjo Tudjman in Zagreb Thursday. It followed a meeting Galbraith held yesterday with the Foreign Minister of rebel Krajina, Milan Babic. Galbraith emerged to announce the Krajina Serbs had agreed to a 5 point peace plan. But as yet there has been no word from President Tudjman. SOUNDBITE: Mr Babic has agreed to negotiate for the re- integration of the Serb areas into Croatia. Mr Babic said he would pass instructions to his delegation in Geneva on these points, to the best of our information he has done so, he also said he would make a statement in Belgrade about this, he has done so. Based on what he has said and the fact that he is the leader of the Krajina-Serb assembly and his party has a majority, it is our view that negotiations should proceed, that there should be an opportunity to try and find a peaceful settlement, because a war would be enormously costly in terms of human life for both the Croatians and for the Serbian side and we see no reason for a war at this time. SUPER CAPTION: Peter Galbraith, US Ambassador to Croatia In Belgrade rebel Serb leader Milan Babic confirmed Galbraith's announcement that for the first time he would be willing to talk about a political solution with Croatia. New talks could buy the Serbs time. They might be hoping the scales would tip in their favour if they tied up the Croats long enough in negotiations - long enough to bring in the Yugoslav army on their side. Meanwhile in Geneva low-level talks had been convened at this Swiss villa between delegates from both sides. The Croatian negotiator emerged to say that no progress had been made. SOUNDBITE: Unfortunately as far as the content of the talks goes, my personal opinion and stances expressed by my delegation there was no progress. SUPER CAPTION:Ivic Pasalic, Croatian negotiator But fearful of a fresh outbreak of fighting in Croatia, some European governments have warned their citizens not to travel there. Some airlines have cancelled services to Zagreb airport.
