Judge Denzil Potgieter, who is presiding over the Highgate hotel massacre inquest, couldn't find anyone liable for the 1993 attack that left five people dead and many others injured in East London in the Eastern Cape. He tabled his findings before the East London Special Tribunal on Monday. In his findings, Judge Potgieter blames the inefficiencies of the police in investigating the attack on the state's inability to prosecute anyone.
