How he supports her through her journey, and, despite her reputation, didn't treat her as the 'evil' Queen from the moment they met. Secondly, it's about Regina opening up to him, even though her mother told her love is weakness (and she's believed it for a while too), yet she found someone who supports her and loves her, despite... everything.
