Despite the clamour against the passage of the House Bill that would lower the Minimum Age of Criminal Responsibility (MACR), the justice panel approved the bill on its second reading, carrying over the amendment to reduce the MACR from 15 to 12 years old, and not the originally proposed nine years old.
