Minister Admits Delays in Paying Tractor Owners, Promises Faster System

The Minister of Lands and Agriculture has acknowledged delays in paying tractor owners for the 2024/2025 ploughing season, attributing the problem to liquidity shortages, late registration of service providers, KYC compliance issues, and incomplete validation of planted areas. Some tractor owners carried out work before registering on the Crop Management System (CMS), causing further verification delays. The ministry says it is reconciling remaining cases with NDB to finalise payments. To prevent future delays, 4,800 tractor owners and 2,571 animal draft power providers have been registered on the CMS for real-time transactions and faster verification. Over the past five years, government spent large amounts on tillage operations under ISPMD and Temo Letlotlo, but production outputs were inconsistent due to drought and misuse of subsidy programmes.
