This is the site of the Winkley Bridge in Heber Springs (also known as the old swinging bridge.) It collapsed on October 28, 1989. It's cables broke while a group of young people were standing on it. Five people were killed that day and 18 others were injured. "The Winkley Bridge was an excellent example of a streamlined suspension bridge, and one of only two remaining suspension bridges in Arkansas, before its collapse in 1989.
