ANY person who has been shipwrecked at sea, INCLUDING by acts of war(being exploded by kinetic strikes), is DEMANDED by EVERY country, to render aid to any survivor. the last country to adopt this STANDARD worldwide LAW, was Germany after WW2 By ordering 'no quarter', Hegseth has violated this law in every country in the world. even if trump pardons this monster, he will NEVER be able to set foot in any other country in the world for fear of the death penalty for violating this universal law.
