VENICE, CA — Thursday, November 20, 2025 — Less than 24 hours after a coordinated multi-agency cleanup operation cleared tents and bulky items from Rose Avenue, the corridor between Third Street and Fourth Street has already been fully repopulated with new and returning encampments. By early Thursday morning, tarps, tents, bicycles, carts, and personal belongings once again lined the sidewalk, recreating many of the same conditions addressed during Wednesday’s operation. Several structures were newly erected overnight, while others appeared to be the same setups removed or relocated during the previous day’s enforcement. Cleanup notices posted for Friday, November 21, were visible along the fence line, indicating the City of Los Angeles’ intention to return for another scheduled operation. Under Los Angeles Municipal Code §56.11, advance posting is required before sanitation crews clear personal property that exceeds the city’s 60-gallon limit or obstructs public pathways. Wednesday’s cleanup involved Los Angeles Public Works, Environmental Compliance Inspectors (ECI), Clean Harbors Environmental Services, the Los Angeles Police Department, LAHSA outreach teams, and a homeless coordinator from Councilwoman Traci Park’s office. As with many encampment locations across Venice, individuals who were displaced often return to the same block within hours or days, re-establishing tents until the next cleanup cycle. The rapid repopulation along Rose Avenue underscores the ongoing challenges faced by city crews, outreach workers, and local residents as the area cycles repeatedly between cleanups and returns.
