Some separate cases have been established which require more investigation and clarification. The IAEA (International Atomic Energy Agency) is effectively coping with this task. In this context, the Russian Federation does not view that this problem should be referred to the UN Security Council for consideration, but believes that this work should be carried out under control and supervision of the IAEA." 4. Rumyantsev standing up and shaking hands with man STORYLINE Russia's Atomic Energy Minister on Thursday reiterated Moscow's opposition to referring Iran to the UN Security Council over its nuclear programmes. Alexander Rumyantsev told reporters that Tehran had not violated global treaties on nuclear non-proliferation. Rumyantsev said some separate cases required more investigation and clarification, but Russia trusted the International Atomic Energy Agency, the UN Nuclear watchdog, to carry this out. He said the UN's recent report on Iran's nuclear programmes was conducted calmly and professionally. The International Atomic Energy (IAEA) met in Vienna on Thursday amid tense, high-level negotiations over whether Iran should be referred to the Security Council for its alleged violations. At the meeting the European Union offered a slight compromise on referring Iran to the UN Security Council, telling Russia, China and other Iranian allies that it was prepared to delay, but not give up, the initiative. On the subject of North Korea, Russia's atomic chief said his country was ready to build a nuclear power station for the communist regime after its breakthrough pledge on Monday to abandon its nuclear weapons programme. But he said North Korea had to sign the nuclear non-proliferation treaty and show that it was in full compliance with its obligations. Russia is eager to earn on its substantial expertise in the nuclear industry, and is also pursuing a 800 million (m) US dollar project to build Iran its first nuclear reactor, despite US objections.
