Bush made the first visit by an American head of state to Peru on Saturday, extending a hand to the terror-shaken nation as embattled leader Alejandro Toledo grapples with reawakened fears of guerrilla violence. Bush arrived under heavy security, three days after a car bombing near the U-S Embassy killed nine people and embarrassed the government. After visiting the U-S ambassador's residence, Bush was greeted at the massive Presidential Palace by Toledo, a colourful honour guard and hundreds of spectators waving U-S and Peruvian flags. Bush wrapped his arm around Toledo's back, grinned for photographers and then sat down to private talks on terrorism and trade. For his first trip to South America, Bush chose Peru to highlight the democracy that last year followed the hard-line government of former President Alberto Fujimori. Bush planned to use his meetings with Toledo and the leaders of Bolivia, Colombia and Ecuador to advocate extending the Andean Trade Preferences Act, which sets special tariff treatment for imports from those countries. The legislation is pending in the U-S Senate.
