Trust in democracy is falling across Europe. In this talk from our virtual event on "The Future of Digital Democracy: Learning with Ukraine", Zarah Bruhn shares how Germany is attempting something radical: institutionalizing democratic innovation itself. As Social Innovation Officer at SPRIN-D (Germany's Federal Agency for Breakthrough Innovations) she's building a Digital Democracy Lab to transform how citizens participate in governance. Zarah explains how SPRIN-D operates with unusual freedom ("like DARPA, but with values") investing €300 million annually in breakthrough innovations that solve ecological and societal problems. Now, they're turning that same experimental mindset toward democracy itself, bringing RadicalxChange-style tools and approaches to Germany. The inspiration? Taiwan's extraordinary turnaround. After trust in government fell to single digits following the 2014 Sunflower Movement, civic technologists like Audrey Tang built digital tools that let millions participate in policy-making and find consensus across divides. Within years, trust soared past 70%. Germany is betting it can replicate this success. SPRIN-D is launching civic hackathons, experimenting with digital deliberation platforms, and actively seeking international partners and tools to test.
