The Final and hardest Heavy vehicle from Scooter Shooter (Not counting the worthless Heavy Landstalker). Since there less time on this mission than 9mm Mayhem and also this bastard have a higher tendency to head to far away to places like Hardwood or Atlantic Keys. To avoid that you must be fast to kill the targets of Mr Whoopee and Stinger, In order to have more chances to Cartel Cruiser be around Chinatown. I recommend having a Flamethrower for this vehicle, Because once you killed the driver at square region, The driver may or may not leave the door open for you, If he remains inside the car then you need force him out with Flamethrower. This Special Vehicle can also be converted to PP with either the Firefighter PP Conversion or The Shoreside Redemption PP Conversion.
