Nueva Ecija to Nueva Vizcaya Road | Dalton Pass East Alignment Road The Department of Public Works and Highways (DPWH) secured a P37 billion loan from the Japan International Cooperation Agency (JICA) for the construction of the 23-kilometer Dalton Pass East Alignment Road Project in Luzon. The project aims to improve connectivity and boost economic activity in the region, particularly in Nueva Ecija, Nueva Vizcaya, and the Cagayan Valley Region, known for their agricultural production. “The new road will provide faster, continuous, and safe movement of people, goods, and services, stimulating agricultural, commercial, industrial, and tourism development in Luzon,” said Senior Undersecretary Emil Sadain, in charge of DPWH’s infrastructure flagship projects. The four-lane highway will serve as an alternative route, bypassing the existing Dalton Pass prone to closures due to calamities and accidents. It will also alleviate traffic congestion on the current road. The project includes the construction of 6.1 kilometers of twin tunnels, 10 bridges with a total length of 5.8 kilometers, and slope protection works. The loan covers procurement and civil works, with the project divided into four packages for construction. Completion is expected by 2031.
