If you don't have one, find one and invite them into your household by becoming friends with them. If this Sim still has some skill in cooking, make them Very Uncomfortable by not allowing them to sleep, eat, shower, or socialize. Unlock the Pufferfish Nigiri Recipe: Make your Sim eat some Pufferfish Nigiri by visiting a Japanese food stall in San Myshuno, either in the fashion district or Uptown. (If the stall is not there, come back on a different day.) Once the Sim has eaten the Pufferfish Nigiri, they will unlock the recipe for it and be able to cook it. Prepare for the Event: Invite other Sims over or host a party using your phone. Cook the Deadly Dish: Use your Sim to prepare the Pufferfish Nigiri, ensuring it is of Poor Quality.
